The Structural Failure

The client, a global manufacturer, had implemented a complex dual-matrix structure, giving equal P&L authority to both Regional Presidents and Global Product Heads. The theoretical goal was localized customization with global scale. The practical reality was structural gridlock.

Every major product decision required consensus between regional and product leaders. Conflict resolution was constantly escalated to the CEO, creating an executive bottleneck. Decision latency skyrocketed, and the company lost market share to more agile competitors.

The Horizon Architectural Solution

Horizon conducted a forensic analysis of decision latency, mapping 50 critical cross-functional processes. The data conclusively showed the matrix was failing. We engineered a pivot to a Product-Led Primary Structure.

Key Interventions:

  • Asymmetric Authority: Shifted P&L accountability entirely to Global Product Heads. Regions were re-chartered as execution and distribution channels (cost centers).
  • Decision Rights Matrix: Deployed a strict RAPID framework explicitly stripping Regional Presidents of veto power over product specifications.
  • Governance Overhaul: Disbanded 12 overlapping steering committees, replacing them with a single, Monthly Operating Review (MOR) with strictly defined data inputs.

Outcomes

By clarifying authority and removing structural ambiguity, organizational velocity doubled. The product development cycle compressed from 18 months to 9 months, allowing the company to rapidly respond to market shifts, resulting in a 14% lift in EBITDA margin within the first fiscal year of implementation.
